Panel 1: Cutting through the red tape: Dealing with the difficult question of fair access
Overview: There are perfectly translucent requirements for access to information. There has been a push for paralegal accreditation at various stages of the process, including data collection even before an appeal is filed and/or a pleading is filed. For example, should accreditation be required for data needed for review of a property’s assessment? At what stage is an accredited person required, such that the industry can function in an efficient manner, and not be bogged down by procedure. A discussion around tools to access data, accreditation requirements and stages of the assessment review process.
Panel 2: Appeals, Appeals and More Appeals – Changing the Environment
Overview: Historically, many appeals languished with the Board as participants were loath to “go first” and old, highly complex appeals meandered their way through the system. This year, the Government and the Board have clearly said “No More”. A discussion around ways to change the culture of the industry to expedite the process, cut down on appeals, and make it more fair to the participants including taxpayers, municipalities, MPAC, advisors, etc. This includes heightened Calendar management around new Board rules, challenges with RfR’s and floating dates, and other attempts to put a jolt into the system, along with its intended and perhaps some unintended consequences.
